Others might know more but I would suggest you would have to self isolate in SYD.
Any chance you could turn the SIN flight into a transit rather than stop over?
Trying to transit but getting in touch with BA is a challenge.
It appears that we should be able to self isolate in Sydney and then continue...

Well just had an interesting look at the press release. What is the interpretation of midnight on 15 March. Because the common interpretation is that midnight is the start of the day. But it can also mean the end of the day. They really should have been more specific, like airlines do with competitions, and state either 00:01 or 11:59 on the 15th.
Has come up because a friend has a kid in their class just returned from the subcontinent who landed at 11pm on the 15th. The father refuses to isolate the child, and so will instead risk infecting a whole school.


NB on the Self Isolate - it is very much self quarantine. No assumption of being infected, just taking precautions.

If someone said "come into effect at midnight on 23 April" I would take that as the minute after 23:59, 23 April. i.e. 00:00 or 24 April. If someone said "come into effect at 00:00 on 23 April" I would take that as midnight on the 22 April! YMMV

Airlines who want/need to have scheduled flights at midnight, often avoid it by scheduling arrivals at 23:59... or 00:05 or the like.

00:00 is the start of the day, and the day runs to 23:59, which is not midnight. Also 12am, is the start of the day. An alternative would be "midnight tonight" being in the future. I note the linked news paper story quotes midnight tonight. Which is in the press release from the PM

But the website says midnight 15th MArch, which is ambiguous. Smarttraveller says in an information sheet dated 15 March that says:

If you’re travelling or returning to Australia, you'll now be required to self-isolate for 14 days. This applies to all travellers, including Australian citizens

Now - means it is already a requirement on the 15th of march.

 
No worries, i'm content sticking with midnight being the end of the day - rather than becoming a commoner ;) when it trips me up sometime in the future I will remember being told I am wrong

In HK home quarantine tho, deliveryman is meant to leave food at the end of a corridor or a lift lobby, and you’re meant to go pick it up after he’s left.

You shouldn't. It puts the drive-through staff at undue risk and you are not guaranteed to have no person to person contact when driving (for example a breakdown or being pulled over by police). It is vague when read as documented as the guidelines do allow for leaving your house for medical and other urgent needs, and if you needed food this potentially is urgent, but alternatives such as uber eats which are geared for this situation exist to allow you to order food without contact with others.

In the specific example you have given I would go with a no, because drive in is unnecessary to obtain food. If delivery services shut down however, that answer might change very quickly if you had absolutely no stored food available (a tourist for example).
 
2 tourists arrived into NZ yesterday and went to a hostel, booking a private room. The hostel manager talked to them about when they arrived and their plans for self isolation. When they couldn't give a plan the ministry of health were rung, the police turned up and they are now in enforced isolation for 2 weeks before being asked to leave or face deportation. It looks like a lot accommodation is now asking arrival dates into the county and checking passports. For residents it looks like the police will be called for people found actively ignoring restrictions.

TW, MO and HK’s restrictions are announced as being effective midnight, being 00:00 - start of day. Hugely confusing if other jurisdictions use end of day convention.

Friends ex's daughter arrived from the US at 6.44am on the 16th and yesterday went to the beach, the aquarium and restaurants.

A good friend called her out about the self isolation but she ignoring it.
 
Hubbys friend who is self isolating had his cuppa and toast delivered today via the bucket system to the uppper level of the house

Then his grandson sat on the lawn and they had a chat while while he had his breakie
