Does anyone know of any website that provides fare rules (including routing options) for international fares? Are they free or restricted to travel agents or paid subscribers?

I was hoping for a site that would allow for a search across multiple airlines rather than just one airline

Just to clarify, I don't mean the carriage terms and conditions but rather the ticket rules (i.e. summary of pricing, routing options, max/min period, destinations, via, etc). From the looks of expertflyer.com, it appears as though that would have the info but it is paid. Perhaps this info is not available for free.
