A 380 premium economy seats

Traveling A380 Y+ with Mrs GCC and 2 children in November and have just noticed that the booking has allocated us seats in the exit row (24 A&B) and the row behind (25 A&B). Our girls are 4 and 19 months so we can't use the exit row.

So the seat options we currently have are a centre row of 3 seats + 1 aisle seat in any row from 25 - 28, or 2 X 2 seats with only 27 J&K & 28 J&K available.

I think the 2 rows of 2 seats is generally a better option, but not sure if there is any downside to row 28 in this cabin config as it s the last row in the cabin?
 
Unfortunately the littlest Miss GCC turns 2 just before we set off, so isn't an infant any more. I rang the QF platinum line who tried to get us 24 DEF + one of the aisle exit seats, but CSO was told by seating that they wont allocate 24 DEF to children as it is next to an exit row. Rather odd as it is the only bassinet seat in the cabin, but there you go.
 
That seems extremely odd, given the seat map indicates that it is NOT an exit row. The space between the bulkhead and toilets forms the dedicated cross over for those exits. I'd ask to speak to someone else. I can confirm that a bassinet is present in that location.
