Is there anything on that would cause the rooms to be unavailable between June 23 and June 30th at this Hilton?

Don't you have access to the Gov't rate? I thought you did. That gives $149/night and I usually find I get an upgrade to a relaxation suite and b/fast in Salt. About the only thing the Travelzoo rate includes that the gov't rate doesn't, is parking ($15/day).

Do you need to show ID if you book Gov rate, or is it like AAA which they never check? (I do have RACV card but was never asked to show it when booking AAA rate).

At HSP I use the Gov't rate almost always (always cheapest from memory). I have been asked once to show ID out of dozens of stays, but that once shows it can (and does) happen. When I was asked, I wondered to myself if OnQ raises an alarm if the rate is used often enough, as the check-in lady at the time clearly read a prompt on her terminal to ask for ID.

interesting. Nearly always claim government rate but never been asked for it yet. Always carry appropriate ID just in case.
