You got a source for this quote? If you are waiting for the second lot and your card account is in good standing, then Citi has to give them to you, because it becomes part of your contract. If you are thinking of applying for a new card, you should refer "Bonus Citi reward Points" section...

Also, you can still get sign up bonus at the moment, even if you already have a NAB card. After the migration, the cards will be under NAB, so there won't be sign up bonus for existing NAB cardholders. Hence, why not?
