Sounds like something bigger is happening than that: 'Offer ends 14 September 2025. Credit card applications must be submitted on or before this date and approved by 30 September 2025.'

I'm not sure if it was route or load dependent, but I have had occasions in the past where I was limited to the last few rows, changed my FF number from QF to AA (where I'm EXP), and all the rows opened up.

Similarly, when I go to AA.com, I'm now able to select all seats in First Class on a domestic flight. Previously, I was limited to the last row (or couple of rows) with my QFF number attached.
