The airport staff retrieve your bags behind the scenes based on your baggage receipt from your incoming flight. They will then rip the old tag off and put new tags on.

Don't think they will tag your bag to Jetstar on separate tix, my suggestion would be to online checkin so you are checked in at least and then approach the SIN transfer desk for potentially retrieving your bag behind the scenes and retagging. However not sure if JQ/3K transfers in SIN do...

Looks like it was repainted in Singapore (Seletar - XSP). Interesting too that it is one of the older A320's 12 years old.

I checked Flightradar history back a few months and indeed the only A332's used on this route are EBG/EBL.
