I actually wondering if there's any chance that these seats can be fast tracked, for example get them to made in China may have been much faster?
A: It’s a myth they will be made in China faster because is not the manufacturing speed that’s the issue.
B: Recaro have a factory in China, as well as Germany, the USA, Poland and South Africa,

Where they are manufactured doesn't impact speed as much - issues have been across supply chain such as sourcing materials and certification has been a large bottleneck across the industry.
Seat certification issues has caused delays in:
Lufthansa
China Airlines
ANA
Riyadh Air
Delta
Air India
American Airlines
Singapore Airlines

To name a few. Although Lufthansa's issue is self-inflicted to a small extent due to opting for 3 different manufacturers of Allegris.

Will also note that QF is using Safran for its F on the A35Ks, which appears visually similar to the JL A35K F (also made by Safran). I'd assume some customisation but I reckon the bones of the seat is not too different, based on layout and design.

Ofc, they're using an off-the-shelf solution for J and Y at least. I can't find much on the PE seats - QF have said they're fully bespoke, and the renders of the headrest are not quite the same as any I've seen so far.

I wonder what is causing delays in certification?
I think as airlines (especially ones that try to position themselves as more premium) compete with each other, there needs to be higher levels of differentiation and customisation. E.g. Qantas might be using a similar F product to JAL, but the customisation (such as Qantas' armchair and bed as opposed to JAL's seat-bed) means that they require more time for certification/separate certification assessments?
