Where in the World should I propose?!

Depends on your and your GF's personalities, Alanslegal, so there is no "one size fits all" answer.
Exhibitionists like to propose in a very public place in front of a crowd (the assumption seems to be that EVERYBODY will want to share in the happy event........but, of course, they don't!)
Others would prefer the intimacy/serenity of proposing in an isolated setting where it's just the two of you. Or you could try and do both by proposing with a picnic in the middle of one of the ovals in Central Park.

So the "where" (or even the type of "where") and what your GF would find romantic is a judgement call for you.

The "way" you propose is much more important than the "where" i.e. you can't rely on the setting to make it memorable. Sincerity and romantic are probably the key words.

So that give's you about 5 months to rehearse some romantic lines before you show her the prenup........

But, if you must I always think any scenic spot in the Rocky Mountains would be the way to go.

My only requirements are really, it will be in early 2014 (think February or March) and I need to fly to/via Hong Kong to pick up the special item, then to the destination.

Congratulations! We also both had our rings shipped to HK from Europe for, ahem, special reasons too lol

My only advice would be that it's a surprise, and if you're not super private people try to prep a bystander to take a photo - we have an awesome photo of the proposal and we treasure that more than wedding photos!

Ps. If you're skiers, the French and Italian alps are amazing at that time of year!

there are non stop flights on air Mauritius from Hong Kong IIRC.

or... the Devi Garh palace hotel in udaipur India. stunning, but a bit of a trek.​

St Geran Hotel looks very nice, probably for our honeymoon. If all goes to plan, I will propose in [not sure yet where] in Feb/March. We'll be having a small ceremony in Santorini in end of June/early July, the wedding after party in Mykonos ... and then we'll top it off with a honeymoon in Maritius for September/October 2014. Yes I am being greedy but the idea is to do it once in my lifetime only :)
 
That idea of once in a lifetime is what we tried almost 40 years ago. That is a pretty good idea.

Just make sure you do it in your *own* way.

The other half and I did a Europe trip last year and I bought a ring previous to leaving with all good intentions to propose in Rome.. namely in the grounds of the Walforf Astoria. However 4 days in to the trip in Paris we were just having a crazy awesome day, riding scooter's out to Versaillies, river cruise, relaxed dinner at the end of the night etc

So on the way back to the scooter I did it. Turn's out was opposite the lock bridge and Notre Damn, I didn't even realise it at the time.

P.S I did take her to the Eiffel Tower the night before to watch the lights etc, she thought I was going to do it then.. was fun to stir the pot a little!

Maybe it was a bad day, but I found that area was rather pongy.

I think if you take too much thought into the planning, it might not seem so special. Sometimes its best just to seize the moment, as hummel described.
 
But in February it is quite cold in NYC.Snuggling under a blanket might be a very good moment.Less pong too when cold.
 
Why not Mount Srd overlooking Dubrovnik? Spectacular view and Dubrovnik is also the setting for King's landing in Game of Thrones.

I say Paris but not the Eiffel Tower - one of the cosier lanes or bridges would be more special. I agree with the above opinions in that however you do it, it will be remembered more than where you do it.

I also really like Santorini but you're already going there after - good plan :)
