Ethad seat selection. Is it possible for exit rows

Have just booked a flight via VA website to SIN. Selected exit row seats on booking site however when confirmation came through seats selected did not show up. Rang VA who advised as it was an Etihad flight that only they could allocate seats. Rang Etihad who advised that they can only allocate exit row seats on the day of departure. I have not had this issue on other airlines. Wondering if I have been given incorrect information.:-|

Emirates has a similar policy: no-purchase, no-status allocation of exit rows.

And allocated only at check in.
 
This is consistent with my recent experience.

VA marketed flight but EY operated. Rang EY to get my EY PNR which you need to check in online. Out of 4 sectors I only managed to secure bulkhead seats once. All other sectors had exit and bulkhead blocked and only available at the airport.

This is despite being Gold VFF.

On 1 sector, best option was row 41...
