Just wondered if anyone knew the answer to this (although i have a feeling the answer is "because they can").
Booking flights from Melbourne to London on Qantas AU site there are currently the following option of fare class,
Sale $1180
Red e-deal $1593
Super Saver $1846
Flexi Saver $2567
To have a fare that you have the 'chance' of upgrading you would need to purchase at least a Super Saver fare which is nearly $700 more than the cheapest with no guarantee of being able to upgrade.

Walkabout 825 GBP
Fully Flexible 3042 GBP
Both of these are upgradeable.
So not only are flights from the UK cheaper than purchasing from its home country it also allows you to upgrade the cheapest fare.
Is this likely to change in the future as it seems very one sided? Maybe that's why i book flights from UK site when i can....
