I'll be visiting Austin (and Texas itself) for the first time in January for 3 nights. What should I do there?

We only drove through but stopped to visit the LBJ Library. All Presidential libraries are free and IMHO well worth visiting.
Mrsdrron though would tell you that you should have a car as there are factory outlets quite a few miles both sides of Austin.

Both me and my mate I'm travelling with will be under 25 when we're there, what's the best way to hire a car in our situation? I've driven in the US before when a relative was with me and hired in their name, but can't pull that trick this time (and really shouldn't for insurance reasons either!)

Try Alamo. Think that's who we used on a trip up to Dallas.

you could do a day trip to San Antonio for NBA, stopping by round rock for factory outlets.

check out the university campus- you may get lucky with a home game for UT basketball, otherwise try a women's volleyball game or a football stadium tour.

nightlife really kicks in from Thursday- try E6th for college bars and cheap drinks, or W6th for slightly nicer bars/ older crowds.

will be a bit cold in january but you could check out Barton springs for a swim. South congress bridge at dusk for the bat show (or do a kayak tour at that time for a different perspective)

most of all, enjoy the food- especially tex mex and BBQ
