Some rather simplistic reasons why they've held off:

- BNE airport was built on essentially a swamp. I don't know if they've even started preparing the land necessary for a new runway, because that process will take significant time, measured in years, not months.

Just sitting in the J lounge wondering why BNE have decided to hold off the works on the new runway, there are 8 waiting for departure, and thats after 7 had already gone in the last 10 minutes

The draft EIS for the Parallel Runway proposal states that (similar to most parallel runways) aircraft arrivals are on one runway and departures on the parallel runway. Therefore the bubble-wrapped residents of Bulimba etc will not be subject to any additional capacity in approaches/departures but will join the rest of BNE in sharing the benefit of increased airport capacity - at a distance.I remember reading an opinion piece in a paper during the mid-90s about how, following a change in flight paths, the exhaust fumes had destroy the magic bubble over bulimba that isolated them from the rest of the world.
