So we have 10,000 miles and 15,000 miles in our accounts. And when I go to transfer the 10,000 to the account with the 15,000, so that we can actually purchase something meaningful with them, Cathay wants US$170!

Am I doing something wrong?

Nope, there is indeed a transfer fee - some exclusions if it’s a minors account. Although, if you have 70% of the miles required to make a booking you can purchase the rest with your card and still book a rewards seat.
