Presumably the restriction on numbers and capacity will then be something enforced by security checkpoints.

Current policy is linked and ‘doesn’t recommend’.The actual policy that press release links to says use is not recommended, it doesn’t say prohibited. Not sure which one is the error.
It won’t be after ICAO gets involved and airlines worldwide move to the same restrictions.Restriction by number and type of power banks at security will be problematical to enforce at those airports who don’t have separate security entrances for different airlines and if the airlines have different restrictions.
