If you search on the Emirates website for a one-way classic reward in Economy or Business, and there is Saver availability through Skywards, the website will show it as follows:

As you can see, there is no indication at all when viewing the available flights that Saver classic rewards can only be booked as part of a return ticket.

In my case, I don't have 20,000 Skywards miles in my account so the website tells me that I "need 20,000 Skywards Miles in order to continue with this flight booking".
Based on this information, I can totally see why someone would transfer 20,000 Skywards miles into their account with the intention of booking this flight. But the Emirates website omits to mention that this flight is not actually available to book as a one-way. I imagine you'd get an error message by the payment page.

Considering that this has already been the case for many years, I have to suspect it's deliberately misleading on the part of Emirates.
AFF actually contacted Emirates about this a few years ago, and they told AFF that the one-way restriction on Saver awards doesn't apply to flights from Australia or New Zealand (or at least, it didn't after AFF started asking questions). But there's nothing in the Skywards T&Cs or FAQs that mentions this at all. How is the average Skywards member supposed to know this?
