I have a ticket to Europe via TLV with a 3 hour transit. Someone told me recently that TLV does not allow through-check of bags and forces you to collect and re-check, even if you have no interest in clearing immigration and are on a single ticket.

Is that correct?

I’m not sure as I never connected in TLV but happy to check for you when I’ll be there on Friday.
 
I'm not a TLV expert but Sherpa says you can't transit through TLV

Mind you the booking I've made is El Al to Air France (single ticket) and it isn't until Jan 2024 so hopefully it is permitted by then if it isn't now.

I heard from someone who flew 2 months ago that they had to collect bags and recheck but that was explained to them that it was because they arrived at 2200 and next flight was 0600 so it was the 'overnight' issue that forbade check through.

I’m in Ben Gurion ATM and asked about transit here.
Short answer is transits are not permitted in TLV so you will have to collect your luggage and check in again.
Good news are the fast track lanes both for check in and security are open and work effectively so you will not be stuck in long queues (assuming you are in J).

So how long would it take to get through security/immigration to get bags?

There is no security when you land, you just need to clear immigration, that’s a strait forward process which shouldn’t take long. The only place you might have to wait a while is at the luggage belt which is always hit and miss in TLV from 5 to 45 minutes.

So a 3.5 hour gap between flights should be enough to deal with this then.
