ABC Insiders saying announcement on the in VIC around lunchtime:

- Restrictions on operation of abbatoirs and call centres
- Restrictions on Uber and Taxi (defined as PT)
- Restrictions on general retail
- Restaurants and Cafes ‘stricter’ contactless takeaway delivery
Seems like a lot of half measures, thought they might go a bit harder
 
The Premiers of the big three States are announced for today.

NSW Premier has gone missing more and more since the last National Cabinet.
 
A concern for me was the impression I got last night that Vic Cabinet or Ministers were working out the details.........

Leaving too many interest groups wanting some concession. No word on schools.

This Stage 4 really shouldn’t be that hard.

Close everything down except A B C and any work you can do from home.
 
edit: Vic positives seem to behave differently to the Rest of Australia positives.....

I wish people would stop pointing the finger at ‘Victorians’ it’s incredibly unhelpful and just makes the 90% complying feel even worse. Scomos recent commentary has been appalling for supposedly our leader...

People who think *some* Victorians behaviour is any different whatsoever to *some* NSW and QLD people’s behaviour now - or in the future need to reset themselves, quickly.

We the unwashed public just haven’t been hearing about the behaviour of tested positives in NSW (yet) because they haven’t had the case numbers (yet) and haven’t been following up enough (yet) to generate the news stories, that’s all. Unfortunately given the increasing spread in NSW these stories will also come out in time - unless NSW lock down quickly rather than waiting for more to show up.

There are also better juicy bad behaviour news stories to be covered in NSW with all the very poor compliance in their hospitality industry which clearly demonstrates multiple venues, high profile large ones at that - have had zero / incredibly poor management of covid restrictions in Sydney. So we are being fed that storyline from NSW, because it’s more interesting and topical for the media right now.

QLD - well don’t even need to comment as that’s been splashed across everyone’s news feeds of late. Previous to that it was all our citizens behaviour breaking border restrictions on a daily basis that was making our news we will have our own compliance issues don’t you worry

There isn’t any state specific behaviour patterns, it’s human behaviour - EVERYWHERE - and I don’t think continually calling it one states problem with behaviour is very helpful.

I heard in SA that all schools were going into remote learning again.

Everyonre's wearing one so it's safer to go out

Was moving my daughter into new accommodation yesterday.

Drove through many shopping strips. All were ghostowns.

Can't advise on the places like Chadstone and Chapel St as I avoid. Chapel St though has a huge local population. Apartment towers everywhere and many shops have apartments upstairs (my eldest daughter used to live in one) and so I doubt its footpaths would every be people free.

I feel particularly sorry for the Vics who have in the great majority done exactly what they were asked to do. And their restrictions were extremely tough in Stage 1. And when the Premier came out and blamed the people, for what we expect, was the result of the quarantine issue escaping, possibly did cause many to ponder, what was the whole point? I dont know what is happening in Vic now re spacing but the people we work with have pretty much been trapped in their homes for ages.

Exactly but unfortunately ‘great majority’ isn’t enough with this virus it only needs a brief lapse and it’s away which is why it will continue to spread through NSW and now probably QLD too.

Well I would impress my comment that it seems to be different.

A possible explanation was offered by another poster in terms of demographics and your explanation is lack of enforcement, lack of numbers or an anti-establishment view that it’s just not being publicised.

Using the actuality of one State’s experience, it would seem that between 10-15% of positives don’t follow the requirement to isolate at home. Assuming this is right about 20 NSW positives are running amok.

At this point only Victoria is in Stage 3 restrictions, if Victoria is in Stage 3 and people are seemingly out and about more, does that seem to you that people are following Stage 3, which we have all experienced in the past? Or is it a case that Victoria structurally has not implemented Stage 3 correctly this time around?

There feels to be a lot of gaps in Vic - I don’t know what is the cause, but I feel something in the policy is not right, hence my call for a reset.

The aged care is looking good, over 100 tested and 1 outstanding result remaining - otherwise all negative.

if Newmarch is an example, we might be looking at 50% deaths Of those being positive In some facilities

Getting the feeling in SA that it will be todays announcement of stage 4. It said cafes and restaurants to be closed except takeaway which for me begs the question - were they still open for dining? Bars and hotels?

New York still is not open for indoor dining ( outdoor dining and takeaway only). Given how many of Sydney’s cases have arisen in a situation of indoor dining, closing down just that one type of venue would seem to make a huge difference to numbers.

Unfortunately NSW Government seems to beholden to that industry‘s interests - they have only made some slight modifications

Just thought I would look at the webcams as people seem to think we are out in our hordes.

The thing with the forced payment for hotel quarantine...
They are forcing interstate/international arrivals to go somewhere the government picks and get made to pay excessive amounts, with no way to make it cheaper (eg, by ordering your own food via supermarket delivery) and not being allowed to leave said location of the governments choosing for a given time. This could be seen as wrongful imprisonment. Because they might have Covid.

Meanwhile, someone tests positive and they are allowed to return home. The only government forced imposition on them is that they are not allowed to leave their home. They get to choose where they will spend their isolation period and they are not being forced to pay for it. They do have Covid.

No one should be getting forced to stay anywhere of the governments choosing then be made to pay for it, unless it can be shown that the person in question can not or will not follow an at home self isolation directive, in which case, that person who won't follow the directive can then be taken to a location of the governments choosing for the isolation period and be made to pay for it. Both arrivals and new resident cases.

Those 100 odd people in Melbourne who could not be contacted by the health department and were then found not to be at home. They get off with a smallish fine and get to stay home.
Send them to the quarantine hotel and make them pay.
Remember that was the 2nd report of the ADF + door-knocking. It was only done for those who did not answer the phone over a 2 hour period. Nothing stopping them going out after answering the phone.

It is very simple to 'register' every person who tests +ve via their driver's license (ideally even though only approx just under 90% covered) +/or car rego. Most State police systems have 'comments' that can be attached to a DL number. So random ID checking especially with lockdowns underway would very quickly start catching +ve cases.

Simple solution:

If caught out of quarantine twice (up until Aug 7th say) then quarantined at some immigration detention facility at their cost. After Aug 7th - if caught once - same deal.

Would suggest Christmas Island but that would be unfair to the residents there.

When the NT imposed 'full cost' returns to a Govt run previously resource workers camp - international (& subsequently domestic) arrivals dropped over 90%. Within a few weeks the NT began re-opening.

The penalty needs to be significant & publicised (no not the peoples' faces) & actually imposed. Otherwise it is just like with drink or drug driving - "I'll never get caught"
