It might not be safe to do this in China because they’re likely to put you in a labour-camp for 30yrs while awaiting trial, but if you were going the other way surely it’d be safe enough if you directly approached border security with the package & all required forms filled-out saying what you were transporting & for whom?

Even if the parcel only contains video/digital footage there must be a reason why it cannot be sent via satellite/internet transfer. Even if it means we might not see the documentary on the Uighur camps soon it's simply not worth the risk.
