Usually means as many bags as you want as long as they don't add up to more than 30kg

A weight allowance is exactly that, total combined weight allowed, where as a piece allowance specifies the number of pieces you are allowed.

And so it depends if a weight or piece system allowance applies to your journey.

A 30 kg weight allowance could be 3 x 10kg bags, 2 x 15kg bags or 1 x 30 kg.
