Incorrect, its (70lbs) per bag. For AA F domestic.
3 bags is correct. Just returned from US and flew F on AA domestic..

No it's 50lb's.

[h=4]Attention First and Business Class Customers[/h]We are pleased to offer customers in First and Business Class the ability to check three bags at no charge when traveling on American or connecting with British Airways or Iberia.

Checked bags. Charges may apply

I guess things have changed... I was limited to 50lbs when I flew in December last year in F, not to mention it's listed on the website as 50lbs.
I stand corrected then.
It still is: American Airlines Baggage Allowance Information On aa.com

I don't see why you get the extra 1 bag as OWE.

I think you'll find that's included in the First allowance.

If the ticketed allowance is 3 than you should get 4 bags as a OWE:

[h=3]Extra baggage allowance[/h]As an Emerald frequent flyer you can check in one additional bag for free in addition to your ticketed baggage allowance when you fly on oneworld airlines. If your ticket mentions a weight allowance, you can check in an extra 20kgs (44lbs). (This benefit is not available on British Airways 'Hand Baggage Only' fares on select short-haul routes.) Emerald privileges - oneworld

I think ruby and sapphire get:

2 x 23kg for Y, 3 x 32kg for F/J

Emerald gets:

3 x 32kg for Y, 4 x 32kg for F/J

Sorry if I missed it - but I can't see anything on AA.com that says Emeralds get a 4th bag?

Only that elites are exempt from the 1st/2nd/(3rd in F) bag charge.

I understand that OW have the additional allowance but I haven't previously interpreted that as additional to the additional so-to-speak.

But hey - if it's 4 bags - that's great. :)
