Agreed, but that's also making the assumption that previous commitments will be "honoured".

And while the soft landing from P1 to WP has been confirmed by Red Roo here previously, there is a lot of recent precedent for things not going as promised.

I think the main point of P1 was cost saving by withdrawing benefits from the much larger number of WPs...
