I often think a lot of the confusion that arises from passenger cards is cultural - it's based on how seriously they expect the information on the card to be used. Many Asian travellers are surprised by the importance Australia puts on the information on the card - that Aus customs expect the info to be correct.

I was travelling with a colleague into China. One of the questions was about having a bird at home (avian flu and all that). The Chinese we wre travelling with said to lie. We were a bit more honest, went to Customs, and they told us to change it to a No!

So I think these 'flexible' views of arrival documentation in many countries influence how people fill out the Australian card.
