Which airlines allow re-faring?

Nah its purely an invention of us-based airlines. No one else has been silly enough to follow them. It comes up as a topic on FT from time to time.
 
Qantas just change your ticket to a Jetstar operated service :twisted:

With Qantas, if you find a cheaper fare you are quite welcome to cancel your current ticket and book at the cheaper fare. But you need to be aware of two things - refund of the original ticket may take 6 to 8 weeks to be processed, and the original ticket may have cancellation restrictions which will be applied.

Note this is common practise with hotel bookings, without the time lapses & (most) cancellation restrictions.
