So basically wanting to get people to behave in what was a normal manner & respect their environment. Not everywhere is meant to be party central.

The first part of the article is about eating a sandwich or icre-cream in place like the Spanish Steps. Pretty normal behaviour if you ask me.

If you have been to the Spanish Steps you will know that while some just stop for a quick look, many stay and "hang-out" as you would in any "gathering" place. No more disrespectful than eating an ice-cream there than say at Federation Square in Melbourne.

The second part about the alcohol I can understand, but visiting a gelataria and then strolling while eating it afterwards is one of the simple, but great delights of visiting Italy. Stamp that out and Italy will be the poorer for it.

Yes I have been to the Spanish Steps. I don't think we need to worry about people just strolling! Maybe we are on the same path but I have found the following with a quick search.
Eating on monuments can really get out of control,” he added. “Once I caught a group of tourists who set a table on the Spanish Steps, with table cloth and cutlery! This has to stop.”
“It’s common sense,” one officer said. “You can’t dirty such a beautiful and historical monument with ice cream and bread crumbs just because you can sit on it.”

Unfortunately having a soft attitude to things hasn't seen society improve in my opinion & I think the experience of visiting many monuments has deteriorated as people impose their own acceptable behaviour-just an opinion mind you
 
There are many worse things around the Spanish steps that do not include bread crumbs

There are a few issues in the translation of what the Italians have said (just read a version in La Repubblica). It's not that you can't stop to eat a gelato. It's that you can't create a makeshift shelter/table and eat a gelato. i.e. no setting up a table and chairs on Via dei Fori Imperiali (big street leading up to the Colosseum) as I've seen a few times during my Roman sojourns. So you can sit in a civilised manner eating gelato. But in terms of pizza, well, that's more something where you keep walking with it - no pizza boxes. Crackdown, yes, but the Tele has interpreted it incorrectly.
 
Unfortunately it is the minority that spoil for everyone else.
