it depends, I do not think ANZ actually uses the word "government spend" so you need to change the question
ANZ excludes "government charges" thats a very different defintion. IMO the definition of this is a Tax or duty, rather than a payment for a service through a credit card merchant. A long time ago there were taxes on bank transactions including deposits (some states only) and I beleive that this is really what these words were intended to describe, not a credit card merchant.
In any case, my ANZ credit card is my go to card for paying everything that might be excluded by other Banks, there is a few now that dont pay points on utilities and insurances.
slightly on topic, but has anyone experience using the ANZ travel adventures card for paying overseas governments? if any successes with points please PM me...
