Hello folks, We are flying YVR - MEL via LAX.
YVR - LAX will be WestJet & LAX - MEL will be Qantas.
Question is is WestJet able to check bags all way through to MEL?

All segments are on the same ticket.

Yes, WS (Westjet) has a baggage interline agreement with QF. They will check baggage through.
 
With any luck you'll also get your QF boarding bass in YVR as WS & QF (in additional to the baggage agreement) also have an IATCI (inter airline through check in) for boarding passes. You'll pre-clear US Customs in YVR so arriving in LAX will just be like a domestic arrival so you just need to make your way from LAX T2 to Tom Bradley International (TBIT) for your QF departure.

I just lost $50 in Westjet FF program..... Are they connected to Qantas now?
I only have $3 left now.... Anyway to move that to QFF or keep Westjet open without flying them?

Connected to Qantas via codeshare (there being no OneWorld airline in Canada). FF programs not linkable or swappable; Westjet Dollars remain Westjet Dollars.
