I attained WP 8 Dec 22 and am yet to receive anything- but have just shot a note to the platinum email channel so will see what happens.

It is generally quick , if you call them and inform that you haven't received the welcome pack. I recently had to order a bag tag and also inform about the Status Gold welcome pack which I gifted to my partner. The CC staff was happy to process the request immediately and informed that they will be delivered within 2 weeks.
