Velocity Redemption - Etihad / VA Connections?

Hi all

Quick question.

The utterly unhelpful VA staff that are handling Velocity calls lately (ie. Platinum = answered quick not expert staff), after needing to be convinced that Etihad flew BNE-SIN and that J award availability existed (KVS) said I had to be charged an extra 13,800 points for the CBR-BNE connection.

Could I confirm, are reward connections available in Velocity?

Or do I have to be charged 13,800 for the domestic VA leg and then 57,800 for the international Etihad leg?
