One way fares from Doha to any Australian port on a VA wet lease flights are not bookable as VA Marketed with money.
Award seats / points only bookings (subject to availability) are apparently possible.

This covers the currently operating VA2 (SYD) & VA8 (MEL) flights and likely to impact upcoming VA16 (BNE), VA22 (PER) & VA4 (SYD) services.

I've seen similar policies with code share agreements before and in some ways, those makes sense.

Seems odd for a wet lease arrangement? Although I couldn't find a huge data set make comparisons (e.g. QF296 BKK-SYD, QF292 SIN-SYD & BA555 in 2023/24)

It is weird, though if you book these wetlease flights on a QR code they stll count as VA flights for Status Credit purposes, so not the end of the world.

It’s not so much a policy or a matter of blocking, they simply don’t have fares with departures outside Australia.

This is likely a QR imposed restriction so that VA doesn’t cannibalise existing markets for QR. It is pretty odd for an airline not to sell its own flight in both directions.
