USD6 fee for I94-w?

(Just for clarity, I didn't start this thread.)

In applying for an ESTA, a family member who is an Australian citizen and travelling on an Australian passport received an email from US CBP stating, "An I-94 is required for all ESTA approved applicants visiting or transiting the U.S. Travelers will be issued an electronic I-94 during the admission process and a $6 processing fee will be charged at a land port of entry." However, this page says an I-94 is no longer required. Meanwhile, this page implies it is required ("Pre-paying for a provisional I-94 through this website ..." banner at the top).

So which is it? Is an I-94 required at a cost of USD6 or is it not required?

That is the first I have heard of such a thing. Even when the I94w was a form, there was no charge.

I travelled to the USA in January and November using an ESTA paid for in January.

Since the introduction of ESTA's I believe the I94 waiver is generated automatically at check in using information stored in relation to the ESTA.
 
For clarity,iIf entering the USA under the visa waiver program, an i94w (or similar) is required. When by air or sea, the following is applicable.
