Previously I was able to use the Platinum call centre to request an upgrade on a heavily discounted business class fare when the bookings website said it was unavailable. Has anyone had success as a WP requesting upgrades on sale economy fares?

Your previous issue was a system fault, rather than the rules saying it cannot be done which is the case with discount Y fares, unless Qantas have a campaign which relaxes those rules I doubt you will have ny luck.
