I've purchased them on ebay if I have time or are happy to be ripped off at the airport and pick them up as I pass through on regular domestic flights.
I've even seen them at my local chemist.
I often replace them, say once a year, as I find they can get a bit twisted and I never want an issue where they jam (which I've had happen).
Myer and DJs have them too. Also websites like Peters of Kensington can be good if you need a few things (to make postage worthwhile).
They dont seem to last too long; two trips to the US and mine are stuffed, though one was opened by TSA and somehow they managed to change the combination in the process...took a good hour to get it off the bag.
I got mine from the same place that I brought my large suitcase. Most bag shops selling suitcases would have them.
