Travel Bank / partner airline queries

Hi everyone , I had flight PER-SYD booked but had cancelled this and recieved travel bank credit. now we are looking at going to japan but using a scoot deal to go PER-KIX for cheap, and looking at using the credits to book a one-way return flight from NRT-PER. It says that travel bank credits can be used to book flights with partner alliances - we are looking at either Singapore airlines, ANA or Japan Airlines. However I cannot figure out how to book these flights using the travel bank - as I called virgin and they stated that as the flight departs from an international airport it must be booked through the operator.
