Transit/Transfer Visa - Singapore Changi Airport

Hi AFF experts , I am in a scenario where I have a flight from MEL to SIN on a Singapore Airlines flight. My onward ticket is with a different carrier on a different ticket from SIN to HYD ( India).

Since both my flights are on different tickets/PNRs and are with different airlines do I have to apply for the Singapore Visa or can I just pick my luggage clear immigration and then drop my luggage at checkin counter of the next flight ( different carrier).

I am happy to apply for the visa but unable to find any clear information as I am sure different PNR makes me a non-transit traveller however if am just changing aircrafts and not planning to go out of airport is there any process or steps that I need to follow to avoid the waiting queues for immigration/customs at Changi International Airport.

Appreciate your time and any valuable suggestions that might help me.

Note : I am an Australian Citizen.

Thanks for sharing that. Does that mean I don't have to pay any visa fee other than filling the Singapore Arrival Card ?

Actually, you do not have to do anything, applying for visa wise.
Aussies get 90 days stay in Singapore, no visa needed.
But really, unless you have something to do there, no one really stays that long.
Its easy, they have transfer desks, and you just have to go to the next airline's desk, lots of the terminals are joined on the secure side.
Also, security is done at each gate, not like Aust, so they have airport police xray every HLO at the gate for your next flight.
You might be able to do OLCI, and have the BP on a smart device when you depart Aust, if you have i/net access here before you go, most airline do allow 48 hours prior for OLIC.
If you have to clear Singapore ICA, I would leave at least 3 hours to come out and back in again, I think only one terminal at Singapore Changi is by itself, I could be wrong, but I think the budget terminal (T4) is solo, but have a look anyways, as only you know which airline you are flying out of Singapore with, to Hydrebad.

Scoot and Singapore Airlines, are partners, so if your flight from Singapore to Hudrebad is with Scoot, you can walk from T3 where SQ flights arr and dep, on the secure side to T1, where Scoot flights arr and dep.

You know, truthfully, it might be more expensive, if I were you, I would fly on a through PNR all with SQ.
You plane hold bags then get auto transferred, and you just have to go to the transfer desk, to get the next BP, or you might even be able to do OLCI all the way from Melbourne to Hydrebad.

$900 odd, Melbourne to Hyderbad, and then plus $150 or so more for the return flight, for a linked PNR all with SQ, with 4 hours or so, transit on some flights from Melbourne to Changi, and then to Hyderbad.
That is return, for Oct this year, about 2 weeks in India.
Just did a dummy booking.
I think its the best way to do it, really, if flying with plane hold bags, if HLO, then get the cheapest budget airline possible.
Personally, I would do the linked PNR SQ flight.

Thanks for the insights. On a normal day , I would have preferred the through flight with all flights with Singapore Airlines and in one PNR , however there is a long lay over for the connecting flight and I need to be there in the first half , hence all this trouble.
 
As for through luggage, from SQ to TR, I can't say, as a havent done it, so can't say.
If HLO, its transfer desk for next stage BP, but with plane hold bags, I will leave it for the others who have done it to add.
