Third Party Property Damage liability if renter is at fault/

Gees - I can't make sense of the insurance small print.

Does anyone know if the car rental companies insurance cover renters against Third Party Property Damage Liability if the driver was at fault and damaged another car? I understand about the Excess Liability Coverage but that only covers the Car rental Vehicle - but what about the other vehicle if I was negligent (not paying attention) and damaged another car - fence - house - etc?

Just confused.
