I am not aware of any airlines that have applied a fuel surcharge retrospectively to passengers to had booked their trips before the fuel surcharges were announced. So its not going to help any airline passengers. In this case the cruise company is refunding the surcharge it collected from passengers who had already booked before the surcharge was announced. They will not be refunding to passengers who booked after the surcharge was announced, and will continue to collect for future bookings.straitman said:
