Sydney airport parking and pickup time required

Assuming picking up passenger whose airplane arrives at 0800 at Sydney T1.
And meeting passenger inside arrivals hall. Not picking up passenger at Express Pickup.
Assume J class passenger
Assume passenger gets quarantine inspection

Would 1 hour prebooking via Sydney Airport website be enough ? and also when would you enter carpark ( which starts the 1hr clock ticking).

Alternately, can you wait nearby in a side street in Arncliffe and have the passenger text you once they are on their way through immigration...?
 
Also assume you won't have another passenger that can go in and wait and provide status updates...? It can be very hard to estimate time to get through depending on the outcome of all the factors you've listed above.
 
May not be ideal, but you can get 15 minutes free parking at T1... just means you've gotta keep running back and forth, going in and out, until you figure out when you want your 1 hour to start.

How much is the 1 hour pre-book compared to the 3 hour pre-book?

One would assume they will not be through all the formalities in <30 minutes from landing. Assume closer to an hour?

Keep an eye out on the SYD airport arrivals and plan to go through the parking boom gates ~30 minutes after landing and walk to arrivals. If they are out in time then you may get out of the parking lot in <15 minutes and it is free. If you stay 30 minutes this will cost $8.

Another option is to go back to the car before the 15 minutes is up and go out of the parking and come back in again and the clock resets.

FWIW I usually call home when I am about to go through quarantine and dad arrives in around 15-20 minutes and I meet him at Express pickup.
 
As a rough guide, when the flight status changes to landed, it's the time to jump into the car and drive to the airport (unless you are going in from really far away).
