I'm booked on QF117 from SYD to HKG in December, which is shown as being "subject to Government and regulatory approval". Should I be concerned about any risk of this service being cancelled or is this sort of regulatory approval typically a formality?
Also, any idea if this route is operated by refurbed A-330s?

Depends on the route. But in this instance I'd think its a formality.

QF states refurd'b 330s will operate these services (caveat emptor)

The four new Sydney-Hong Kong services will be operated by Qantas’ refurbished A330 aircraft with lie-flat seats in Business and new Economy seats, the first time customers travelling on this route will experience the airline’s latest international product.^

^ All aircraft subject to change for operational requirements.

QANTAS ADDS MORE FLIGHTS TO HONG KONG AND MANILA - Qantas News Room

Won't be an issue, they just have to say that while they wait for the approvals for the extra flights from both ends. Australian carriers are no where near the 70/week limit for flights between MEL/SYD/PER/BNE-HKG, so there won't be any problem.
