I'm dubious about the ability of scanners to detect "threat liquids" in a closed container. Seems to me that the diverse range of gels, oils, aerosols, liquids, medicines etc. etc. would exhibit a huge range of reactions to whatever technology they are using.
It sounds like a way of phasing out the stupid liquid check system without admitting that it's been a farce from Day One.
I'm not sure why it would be dubious. While there are just about no details on how it works on the web. I would assume that the liquid detectors work by looking for the response of the liquid to the x-ray. Such as how XRF works by using the radiation to cause a substance of interest to response by emitting characteristic radiation. Also think of the customs or quaratine X-ray that detect organic materials and highlight them on the image. That based on measuring a known reaction from the substance of interest to the x-ray radiation.
As for whether it's stupid, well one liquid bomb has been used on an aircraft already and the mastermind is still at large.....
