Reading the article makes me want to ask, at what point does TCAS kick in?

I thought it would if the planes were on a collision course and it was detected by the system. If so, is it as simple as the ATC controlled just instructed the pilots how to maintain a safe flying distance? as opposed to a mid-air collision.
