I have a question regarding eligibility for 144-hour visa. Do you have to actually spend time in the 3rd country or is it OK to fly MEL-SYD-PVG (3 days in Shangai) PVG-HKG-MEL without actually spending any time in HKG. Just a 2 hour transit?

That meets the requirements of TWOV. China must solely be the transit country. You are arriving from SYD and departing for HKG. Chinese immigration doesn't care what happens before SYD or after HKG.
