At least with the TSA locks it is usually the nice honest officials doing it.It doesnt appear to worry them as I have had the TSA note in my luggage with the lock replaced and found that items were missing-a new case of makeup for mrsdrron.Try and report it in the good ole USA and the response is Hey it happens all the time.
Why are they allowed to get away with it? The answer can't be as simple we have the power to do it so we do it. Sorry if the question is naive but I don't travel there and if I ever do they will only ever have the opportunity to steal dirty laundery.

Who is responsible for the TSA? The government? Airports? Surely if enough complaints were made then the stealing will stop.
