The difference this time is that the govt of the day has made a pre Budget announcement that means it is highly likely that there will be a very high funding allocation in the May Budget. Otherwise there would be substantial negative comment from the community.
Once the appropriation bills go through Parliament and receive the Royal assent, it becomes difficult - note I didn't say 'impossible' - for a future government to not proceed.
But yes nlagalle, it is wise to be on your guard. After all, there have been a number of promises over the years to roof Melboune's 'Jolimont railyards' (the 'yards' no longer strictly exist) further east than Federation Square. It hasn't happened.
