I think one issue there is that REX flies Sydney - Taree - Grafton and not Sydney - Grafton direct. If they fly Sydney - Grafton - Taree - Sydney - Taree - Grafton - Sydney in one day with same aircraft or some other configuration so that they end up flying between Sydney and those cities direct they may end up with better passenger numbers.

Speaking for myself, I have had to go to Grafton quite often in the last few years but, given the distance between Grafton Airport and the city centre, I have always preferred to fly to Coffs Harbour and drive to Grafton. Better accommodation too.
