Queensland border restrictions and dual residency

My husband and I have a home in Queensland and a home in the ACT. Both homes are jointly owned and both of our names are on the rates notices for both. I usually travel between these two addresses regularly, spending the majority of my time in Queensland, while my husband stays in Canberra most of the time. My drivers license is a Queensland one; his is an ACT license. I decided to spend the lockdown in Canberra and have been in Canberra since March, but with Queensland saying its borders may remain closed until September, I'm wondering what would happen if I wanted to resume my usual pattern. (I don't intend to at this stage, but I find myself pondering it as a hypothetical on a cold Canberra morning).

I guess I could return to Queensland without quarantine as a Queensland resident. Could my husband come with me -- i.e. would our Queensland rates notice and marriage certificate be enough to demonstrate residency in the absence of a QLD driver's license? Having returned as a QLD resident once, would I be allowed to fly out again and come back again? Do they keep track of outgoing residents?
 
Proviso: I haven't read the rules for entry for QLD under the lockdown.

However, logically, given there is no requirement for an Australian citizen to have a driver's licence for identification (many people don't have a licence and don't drive anyway), if your husband can identify himself as a QLD "citizen" any other way, there should be no reason why he couldn't return to his home after an absence interstate (especially if you are driving and can show your drivers licence with a QLD address).

Moving back and forth though on more than one occasion may potentially raise issues.

If you are a Queensland resident returning from any other place in Australia that is not a declared COVID-19 hotspot you do not have to self-quarantine.

Even if you are a Queensland resident, you should apply for an entry pass before you cross the border.
