QFF Oneworld Classic Flight Reward

I'm getting conflicting information re QFF Oneworld Classic Flight Reward around the world fare - is a surface sector/open jaw leg (land in city A, travel by road to city B, then fly from city B to next stopover) deemed to be 1 of the 5 allowable stopovers as well as 1 of the 16 flight segments? I'm being told yes, it is a stopover if you are in the surface sector for more than 24 hours, (13 days travelling between the two in my case) and no it's not a stopover as I'm not staying in the one city and leaving from that same city. Appreciate any help...

Note that this is not exclusively a "Round The World" Award. While it can be so used, it can also be used for "Round Trips", "Circle" Trips or even "one-way trips" without actually going "Round The World".

Also note the following from the T&C review that comes up on Qantas.com if you have successfully selected flights and reach the Review "Check" page:

...
A oneworld® Reward contains:

• a Qantas flight and at least two other oneworld® carrier flights, or
• if there is no Qantas flight, two other oneworld® carrier flights.

...

Please keep that in mind...

It's a stopover.

It is a stopover unless you're talking about airports like Haneda and Narita and you're spending less than 24h there. I do not believe those constitute a surface leg.
