It may of been a feature in the past, but you are not allowed to sit at the ottoman for any meal.
Is this because there is no seatbelt, so deemed a safety issue? Can it be used at non-meal times?

Some other airlines with similar seats (such as BA) do permit "buddy dining" in F.

I once had the Captain spent about 45 mins sitting on the ottoman of my 4K seat while we chatted. He had at least 2 cups of coffee while he was there.

Qantas now has 4 international configurations

1) Pacific Configuration - operates services across the pacific ocean to SFO/LAX/YVR/JFK from SYD and MEL - 14F 64J 275Y

2) Kangaroo Configuration - operates services to LHR via SIN/BKK/HKG - 14F 50/52J 315Y

3) Qantas has installed W (Premium Economy) on the Kangaroo configuration making a new configuration of - 14F 50/52J 32W 255Y thus the reduction in economy on these aircraft.

4)Two class aircraft operate to SIN/FRA - BNE/LAX and MEL/AKL/LAX

I am going by seat maps. The number of J seats in a 747 is shrinking from 66/64 to 50/52 to make way for PE.

In my view this will seriously reduce the number of seats available for Y-J points upgrades.

Perhaps PE will become the Y upgraders cabin?
I think you are misreading the seatmaps. There are currently two different 3-class configurations, being 14F, 66/64J, 265Y (also known as the Pacific config and normally operating trans-Pacific), and 14F, 50/52J, 315Y (also known as Kangaroo config and usually operating to London).

The seat maps with Premium Economy that are loaded on the QF web site are the kangaroo config. There is no change to the number of business class seats on those aircraft, and the economy seating changes from 315 down to 255.

The seat maps for the Pacific config with premium economy have not yet been loaded, so we don't know exactly what they will look like if they do indeed receive PE seating. But if they do, then I would expect that the business class seating will remain the same and the installation of Premium Economy will result in the removal of around 60 economy seats on the Pacific config aircraft.

Correct. No seat belt. No sitting.

Of course people sit there all the time but theoretically your not supposed to sit anywhere there isn't a seat belt because it is a Qantas regulation you keep it fastened at all times when seated and while not a CASA rule it is against CASA to not follow airlines regulations (which must be the same or tougher than CASA requirements) so if your not wearing your seat belt when seated - your actually breaking the law!!! again this isn't fully enforced unless the sign is on.

I will need to keep that in mind next time I visit the lavatory on a QF flight. I am certain I have not seen any seatbelts in the lavs, so no sitting allowed :p .

I would assume it starts to look like the BA 777's that have 4 classes and really they don't get all that much whY at all. It will in the short term hurt availability of cheaper seats to a lot of destinations, but then again QF know this and will hope at half the people consider Y+ and they still make more $$
