QBE Travel Insurance covering stolen rental car excess?

Anybody tried to claim on a QBE Travel insurance policy for the excess on a stolen rental car. It happened to us and QBE have told us the policy does not cover it. the policy states

What is covered?
We will cover you for the rental vehicle insurance excess, or
the cost of repairing the vehicle, whichever is lower, if
• you rent a vehicle from a rental company;
• it is damaged by accident, storm, fire or theft; and
• you are a nominated driver on the Rental Vehicle
Agreement.
For this benefit to apply, the rental vehicle must have
comprehensive motor vehicle insurance for the period of hire.
What is not covered?
1. This cover is not in place of rental vehicle insurance and
only provides cover for the excess component up to the
applicable limit.
2. Any cover for your liability resulting out of your use of a
mechanically propelled vehicle (eg. motor vehicle or motor
cycle).
3. Any cover where you have made a claim for the

But apparently if the car is not recovered (in any state) it's not covered!
 
Sounds like it. It is only covered for damage caused from theft. Not the theft itself.

Did you take out any car rental insurance direct with the company when you collected the rental vehicle?

In the US they don't usually have a CDW like they do in Australia as you're liable for the whole kit and kaboodle.

I would have a look at the fine print on the QBE Insurance policy under "we will not pay" & see if there's any clause that specifically excludes stolen rental cars.
