The article seems to imply that the $1 per month inactivity fee is pocketed by Qantas. Is this the case, or does the issuer of the card take it?

I'm sure the split is Commercial in Cconfidence. I suspect both get a part.

Anyhow much better than all these "Gift Vouchers" around,
which are in essence a prepaid card, except rather than a $1/mth fee for non-usage, they have a hard expiry where you lose your balance.
